Interviewer instructions
Include all family planning related disbursements made in 2012 for IEC, including advertising campaigns, media or any other ways of communicating FP messages. IEC is considered to be a collective service aimed at the whole or groups of population (say, all health care workers within a facility or a whole community) with the aim to improve overall health standards of the effectiveness and efficiency of the health system, which benefits all users simultaneously (System of Health Accounts, 2011).
